The conference will also mark the launch of a new network, Unconditional Basic Income Europe, which formed around the <a href=\"http:\/\/basicincome2013.eu\/\" target=\"_blank\">European Citizens Initiative for Unconditional Basic Income (ECI for UBI)<\/a> last year. Citizens from 25 European countries have collaborated to hold this conference.<!--more--><\/p>\n<p>Entitled \u2018Unconditional Basic Income: Emancipating European Welfare\u2019, the conference will bring together activists, politicians, organisations and interested individuals to highlight the potential benefits of this idea. UBI gained an unprecedented amount of press coverage last year, and was backed by over 300,000 supporters across Europe during the ECI for UBI.<\/p>\n<p>During its year-long run the number of countries involved with this European Citizens\u2019 Initiative <a href=\"http:\/\/www.slideshare.net\/BasicIncomeEurope\/citizens-initiativebasicincome\/\" target=\"_blank\">swelled from 13 to 25<\/a>. \u201cAs momentum built in the last two months of the collection period of the ECI on UBI, signatures doubled,\u201d said Klaus Sambor, general organiser of the ECI for UBI. The conference will celebrate organisers\u2019 achievements during this ECI with reports from several of the countries involved, including the latest developments of UBI campaigns within their borders.<\/p>\n<p>There will also be presentations from <a href=\"http:\/\/www.guystanding.com\/\" target=\"_blank\">Guy Standing <\/a>about a recent pilot project in India, <a href=\"http:\/\/www.guystanding.com\/\" target=\"_blank\">Philippe van Parijs<\/a> about his proposal for a \u2018Eurodividend\u2019 to be paid to all EU citizens, <a href=\"http:\/\/www.archiv-grundeinkommen.de\/blaschke\/\" target=\"_blank\">Ronald Blaschke<\/a> of Netzwerk Grundeinkommen Germany on UBI\u2019s potential to ameliorate hidden poverty. Others including Sian Jones of the <a href=\"http:\/\/www.eapn.eu\/en\" target=\"_blank\">European Anti-Poverty Network<\/a> and Plamen Dimitrov, President of the Confederation of Independent Trade Unions in Bulgaria will speak about UBI\u2019s beneficial effects on health, the environment, democracy and social solidarity.<\/p>\n<p><a href=\"http:\/\/basicincome-europe.org\/ubie\/wp-content\/uploads\/2014\/06\/FB-event-conference-ubie11.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-101 size-full\" src=\"http:\/\/basicincome-europe.org\/ubie\/wp-content\/uploads\/2014\/06\/FB-event-conference-ubie11.jpg\" alt=\"FB-event-conference-ubie1\" width=\"837\" height=\"500\" srcset=\"https:\/\/ubi-europe.net\/ubi\/wp-content\/uploads\/2014\/06\/FB-event-conference-ubie11.jpg 837w, https:\/\/ubi-europe.net\/ubi\/wp-content\/uploads\/2014\/06\/FB-event-conference-ubie11-300x179.jpg 300w\" sizes=\"auto, (max-width: 837px) 100vw, 837px\" \/><\/a><\/p>\n<p>The conference\u2019s moderator will be <a href=\"http:\/\/works.bepress.com\/widerquist\/\" target=\"_blank\">Karl Widerquist,<\/a> co-Chair of the <a href=\"http:\/\/www.basicincome.org\/%E2%80%8E\" target=\"_blank\">Basic Income Earth Network<\/a> and editor of <a href=\"http:\/\/binews.org\/\" target=\"_blank\">BINews.org<\/a>. \u201cWith the UBI movement,\u201d Widerquist writes, \u201cpeople are beginning to realise that there is no freedom without freedom from poverty, and there is no freedom from poverty without unconditional access to the basic necessities of life.\u201d<\/p>\n<p>Unconditional basic income is a regular payment to each individual, without means-testing or work requirement and high enough to ensure an existence in dignity and full participation in society. UBI has seen a resurgence of popularity in the wake of mass technological unemployment, along with swingeing cuts and increasingly burdensome conditions attached to national social security schemes across Europe. These have left a growing number of adults and children in poverty: according to the <a href=\"http:\/\/ec.europa.eu\/social\/main.jsp?catId=738&amp;langId=en&amp;pubId=7695&amp;type=2&amp;furtherPubs=yes\" target=\"_blank\">latest report from the EU Social Protection Committee<\/a>, in 2012 close to 25% of the European population was at risk of poverty or social exclusion, a 6-year high. The figures for 2013\/4 will no doubt show a further increase.<\/p>\n<p>Yet unconditional basic income is not unrealistic. \u201cThe bank bailouts showed that there\u2019s certainly enough money given the political will, yet the poor took the brunt of a financial crisis they didn\u2019t cause,\u201d said Barb Jacobson, Chair of UBIE. Various forms of UBI were close to being implemented in <a href=\"http:\/\/www.remappingdebate.org\/article\/guaranteed-income%E2%80%99s-moment-sun?page=0,2\" target=\"_blank\">the US<\/a>, <a href=\"http:\/\/www.sott.net\/article\/235840-A-Town-Without-Poverty-Canadas-Guaranteed-Income-Experiment\" target=\"_blank\">Canada <\/a>and <a href=\"http:\/\/en.wikipedia.org\/wiki\/Basic_income_in_the_United_Kingdom\" target=\"_blank\">the UK<\/a> in the 1970s; Brazil is working towards it with the <a href=\"http:\/\/pulitzercenter.org\/reporting\/brazil-economy-dreaming-world-free-hunger-and-need-Eduardo-Suplicy\" target=\"_blank\">Bolsa Familia<\/a>; after a <a href=\"http:\/\/bignam.org\/Publications\/Press_release_March_2012_to_Government.pdf\" target=\"_blank\">successful pilot study in Namibia<\/a> in 2009 the demand for unconditional basic income to be paid from resource taxes has been<a href=\"http:\/\/binews.org\/2014\/02\/southern-africa-campaign-begins-for-a-basic-income-grant-for-the-entire-southern-african-development-community\/\" target=\"_blank\"> growing in Southern Africa<\/a>.<\/p>\n<p>At a time when the EU and especially the Eurozone needs more political, fiscal and social integration in order to survive, the implementation of an EU-wide unconditional basic income could be a key instrument to ensure its future political feasibility.
